The 2023 Russia-Africa Summit, held in Petersburg just last week, witnessed the convergence of leaders from various African nations and Russian officials, with the objective of enhancing bilateral ties and exploring new avenues of cooperation.

The summit produced significant outcomes and notable statements by Russian President Vladimir Putin, especially relevant to the African continent.

1. Boosting Trade and Economic Relations: Putin highlighted that the trade turnover between Russia and Africa had reached a substantial $18 billion following the inaugural summit in Sochi.

He acknowledged Africa’s vast potential, with GDP growth rates surpassing the global average. Machinery, equipment, chemicals, and food constituted over half of Russian exports to Africa.

2. Addressing Food Security: Putin emphasized Russia’s commitment to global food security, holding a 20% share of the global wheat market. In the first half of 2023, Russia exported 10 million tons of grain to Africa.

In the face of obstacles imposed by Western countries, Russia pledged to provide 25-50 thousand tons of grain to Zimbabwe, Burkina Faso, Somalia, and Eritrea in the next four months, free of charge, leveraging its expected record harvest.

3. Energy and Infrastructure Cooperation: Putin announced the preparation of about 30 energy projects in collaboration with 16 African countries, with a total capacity of approximately 3.7 gigawatts.

Russian oil and gas exports to Africa surged 2.6 times, and the nation expressed readiness to develop Africa’s financial infrastructure, including connections to the Russian payment system.

4. Enhancing Educational and Cultural Exchanges: Russia committed to establishing branches of leading Russian universities in Africa and welcomed an increasing number of African students, currently at nearly 35,000, with plans to further raise enrollment.

The study of the Russian language and the introduction of Russian educational standards in Africa were deemed crucial for fostering deeper cooperation. Russia also extended invitations to African youth and athletes to participate in various cultural and sporting events in Russia.

5. Strengthening Media and Information Networks: Russia expressed keen interest in deepening cooperation with all African countries, with efforts underway to open representative offices of leading media outlets, including TASS, Russia Today, RG, and VGTRK, in Africa. The goal is to form a common information space between Russia and Africa.

6. North-South Transport Corridor and UN Representation: The summit discussed creating a continuous railway line along the North-South transport corridor by 2028, with plans for seamless logistics services with Iran and negotiations with Azerbaijan.

Additionally, Russia advocated for expanding the representation of African countries in the UN Security Council and other UN structures.

7. Debt Relief and Future Summits: Russia showcased its commitment to Africa by writing off $23 billion in debt for African countries and allocating an additional $90 million for these purposes.

As a testament to the importance of the partnership, Russia announced that future Russia-Africa Summits would be held every three years.

8. Russia’s View on African Union: Russian President Vladimir Putin emphasised that Russia views the African Union as a leading regional organisation that plays a crucial role in creating a modern security structure on the continent and promoting Africa’s position in the global economy.

9. UN Representation: Russia supports expanding representation of African countries in the UN Security Council and other UN structures, demonstrating its commitment to African interests on the global stage.

10. Future Summits and Partnerships: It was announced that the Russia-Africa Summit will be held every three years, reaffirming the commitment of both Russia and Africa to further develop and expand mutually beneficial partnerships.

11. Cooperation on Security: There were agreements to establish a new Russian-African security mechanism to combat terrorism, extremism, ensure food security, and prevent weapon deployment in space.

Russia offered aid to counter extremist ideology, trans-national crime, and piracy, providing training and weapons to African nations to enhance security and sovereignty.

12. Search for Peace in Ukraine: African leaders called for peaceful resolutions to the Ukrainian crisis, emphasising negotiations and adherence to the UN Charter for conflict resolution.

Russia expressed readiness for dialogue but pointed out that negotiations with Russia were rejected, hoping for a change in the future.

13. Diplomatic Engagement: Russia increased its diplomatic presence in Africa, expanding Russian centres of science and culture and supporting African states in opening embassies and consulates in Russia.

Plans to reopen embassies in countries where they were closed in the 1990s and efforts to cancel the visa regime with African states were discussed.

The summit marks a significant step in strengthening cooperation between Russia and Africa, with commitments in trade, agriculture, education, energy, security, and diplomatic engagement, fostering long-term partnerships for mutual benefit.

The 2023 Russia-Africa Summit proved to be a significant event in fostering collaboration and mutual development between Russia and Africa.

The outcomes and commitments made during the summit are expected to pave the way for long-term, fruitful partnerships for the benefit of both regions.
