Annual Notification of Residence under Temporary Residence Permit (RVP) and Permanent Residence Permit (VNZh)

Annual Notification of Residence: This is a requirement for people with either the temporary or permanent residence permits to inform the authorities about where they are living each year. It’s like checking in to confirm that they still live at the same address and are following the rules of their permit.

In summary, if you have a temporary or permanent residence permit, you need to let the authorities know where you live every year.

Filing Notification with Temporary Residence Permit (RVP)

After you get your Temporary Residence Permit (RVP), you have two months after the end of the next year to do the following:

1. Go to the right office: You need to go to the district Office of Migration (ОВМ) or the place where you live (ПВС). If you don’t have a permanent home, go to where you are registered for migration.

2. Fill out a form: You need to complete a form called Notification Form No. 21.

3. Submit electronically (if possible): You can also submit this form online using the government’s “Unified Portal of State and Municipal Services.” However, you need an electronic signature to do this.

Please note that currently, the online submission through the Gosuslugi portal might not work at a given time, so you may need to go in person to submit your form.

If you have a valid reason, you can submit your notification later, but it must be done within six months after the year ends from when you got your Temporary Residence Permit (RVP). You will also need to provide documents that support your reason. Valid reasons could be things like the death or illness of a close family member or if you were receiving medical treatment.

You can’t say you didn’t know about the annual notification requirement because when you received your RVP, you signed a paper that explained your rights and responsibilities as a foreign citizen living in Russia.

If you move to a new place in Russia, you need to submit your notification at your new address. If you don’t have a permanent home, go to where you are currently staying.

!EXAMPLE- If you received the RVP on March 22, 2023, you must submit the notification of residence between March 22, 2024, and May 21, 2024. You cannot submit it earlier!

! Foreign citizens who receive RVPO for educational purposes are exempt from submitting the notification (Article 6.2, Paragraph 11, Federal Law No. 115-FZ).

!Saint Petersburg and Leningrad Region: Since November 1, 2019, foreigners must submit the annual notification about residence under RVP and VNZ at the district offices of the city/region (ОВМ УВМД) based on their residence (or stay) address. The office at Captain Voronin Street 10a has been closed.

If you fail to submit the notification within the designated time, you may face an administrative fine or administrative expulsion from the Russian Federation.

List of Documents as per the Law:

  • Passport and its copy.
  • Notification of Migration Registration and its copy. This is миграционный учет, for those without a stamp in the passport.
  • Notification form in 1 copy (can be filled out by the inspector). If you were unemployed, specify the period you were not working and your address.
  • Supporting documents if the notification was submitted after the two-month deadline.
  • Income statement and tax payment receipt (former 2-NDFL), self-employed income statement, bank statement of available funds (rarely accepted), tax return copy (3-NDFL), interest certificate from a bank, or any other document confirming the income size and source for the past year.

EXAMPLE- How to confirm income if you are self-employed with no employees (instructions above in the RVP section).

For the period of confirmation from September 20, 2022, to September 20, 2023, the documents submitted included:

  1. Notification form.
  2. Copies of all passport pages.
  3. 2022 self-employment tax return.
  4. Copies of all tax payments for 2022-2023.
  5. Extract from the Unified State Register of Individual Entrepreneurs (EGRIP).

What may be requested additionally:

  • Notarized passport translation or copy of translation (requirements vary by OVM, some places take only translation of the whole passport, others only the parts that have information).
  • TIN (Tax Identification Number) certificate and its copy. (In Russian ИНН)
  • Detachable parts of previous notification forms (if any).
  • The amount must be at least 12 times the minimum living wage in your region. Each region has its own minimum living wage. If there was official income, it must be specified and supporting documents must be provided. If the amount is insufficient, you can supplement it with:
  • Bank statement (almost accepted nowhere, since the deposit is not considered income; income refers to interest earned from a bank deposit).
  • Spouse’s certificate: If this is provided, the income is calculated for all family members, including children. In addition, a copy of the spouse’s passport and the marriage certificate must be provided. Important Note: When providing the income of a Russian citizen spouse, there is no need for proof of dependency.
  • The average monthly income of a foreign citizen and the average monthly per capita income of the foreign citizen’s family member are determined in order to establish their compliance with the living wage level, as set by the law of the Russian Federation region where the foreign citizen is authorized for temporary residence. The foreign citizen’s family members include the spouse, parents (adoptive parents), and children (adopted children), who live together with them in the Russian Federation region where the foreign citizen was granted temporary residence.

Important! Please note that there have already been cases of annulments when confirming income via a bank deposit. But an annulment could be contested in court if desired.

Important! If the notification is being submitted for the first time and you have temporary residence registration instead of permanent (at your place of residence), a “letter file” (registration card) must be created before submitting the annual notification. For this, you will need to bring the following (although it’s rare to be asked for these documents now):

  • 2 photos (3×4, matte, black-and-white or color);
  • A copy of the data page of the passport;
  • A copy of the RVP (temporary residence permit) stamp;
  • A copy of the translation of the main page of the passport;
  • A copy of the notification of temporary registration.

These documents should be submitted as a separate package. The package above is also required for the annual notification. You will need to complete 3 forms at the location. After this, you can submit the annual notification.

Notification for confirming the child’s residence is filled out similarly to that for an adult. The only difference is that at the end, the signature and the full name (FIO) of the legal representative (parent) is required. Additionally, when submitting the notification, the identity document of the legal representative (parent), the child’s birth certificate, and copies/translations of these documents must be provided.

The amount for a child is calculated based on the minimum living wage for your region x 12.
 So, if you’re submitting for yourself and your child, the amount is calculated as (living wage for your region for you + living wage for your region for the child) x 12.

For Moscow in 2024, the example is:
 (25,879 RUB + 19,586 RUB) x 12 = 545,580 RUB

Attention! The list of documents and the procedure for filling out the annual notification may differ in different district departments of the Ministry of Internal Affairs (OVM). Therefore, it is recommended to clarify the exact requirements on-site.

Information about the issued permit is entered into the electronic databases of the Ministry of Internal Affairs of the Russian Federation. The date of receipt is also indicated on the receipt for the RVP and the notification of the issuance of the RVP. Since the notification is taken when registering at the place of residence, it is recommended to make a copy in advance, and photograph the receipt.

The deadline for submitting the notification should be calculated from the date the foreign citizen actually receives the temporary residence permit or residence permit.

Explanation from the Main Directorate for Migration:
The date the foreign citizen receives the temporary residence permit is the actual registration date, with the explanation of their rights and duties under their personal signature.

The date of actual receipt of the temporary residence permit by the foreign citizen is the date indicated in the receipt (Appendix No. 14 to the Administrative Regulation of the Ministry of Internal Affairs of the Russian Federation regarding the provision of the state service for issuing temporary residence permits in Russia, approved by the order of the Ministry of Internal Affairs of Russia on November 27, 2017, No. 891).

Who can be addressed as a dependent? 

Dependents are those who are incapable of work (permanently or temporarily) and are supported by another person. For this criterion, the main individual must have an official income, and cannot be dependent on someone who does not work. This typically includes:

  • Minor children (grandchildren, brothers, sisters).
  • Parents (men aged 65+, women aged 60+).
  • Other disabled relatives regardless of age.

Important! A capable adult cannot be a dependent. Spouses are not dependents of each other. Property acquired during the marriage is joint property, including income from employment and other activities.

Can another person submit the notification on behalf of the foreign citizen if they have a notarized power of attorney? No, submission of notifications is not allowed through a notarized power of attorney.

Do students and pensioners need to submit the notification? Yes, both students and pensioners must submit the notification. However, the minimum income requirement does not apply to students and pensioners (unless they receive RVP). For students, the income can be supplemented by a scholarship statement or money transfers from parents. For pensioners, the pension certificate serves as income verification.

How is the income amount calculated? 

EXAMPLE! For the period of the Temporary Residence Permit, the income is calculated from the date of receipt. If you received your RVP on March 22, 2023, then the income for the period from April 2023 to March 2024 is counted.

Can a foreign citizen residing under RVP submit the annual notification by mail? No, the notification must be submitted in person.

Submission of Notification for Permanent Residence Permit (VNZh)

The procedure for submitting the annual notification for VNZh is similar to that of RVP, with a few differences, including the possibility of submitting by mail.

A foreign citizen with VNZh must notify the territorial body of the Ministry of Internal Affairs (MVD) within two months from the end of the next year after obtaining their permanent residence permit (VNZh). If they miss the deadline, they can submit the notification within six months, providing reasons for the delay.

Important! Failure to submit the notification for two consecutive calendar years will result in annulment of the permanent residence permit.

Documents required for VNZh:

  • Passport and its copy.
  • VNZh copy.
  • Migration registration notification (if applicable).
  • Income confirmation is generally not required, but it can be requested by the OVM.

If you fail to submit the notification, you may be fined or deported from Russia.

Children’s Notification: A notification about a child’s residence is similar to that for an adult, with the exception of the legal guardian’s details (signature and identification). If applying for a child, you need to submit their birth certificate and a copy/translation of it.

Example for calculating income for a child: If you are submitting for yourself and your child, the income is calculated as (your region’s minimum living wage for you + minimum living wage for the child) x 12. For Moscow in 2024, this amounts to 545,580 rubles.

Important! Always verify the specific requirements with the local OVM, as they can vary by region.
